parents of other young criminals to withdraw them from the streets, and,
instead of using them for the purposes of crime, they seem to take an
interest in their welfare. And I know that many of them are now really
anxious to get such employment for their children as will enable them to
obtain a livelihood; and it is my opinion that the example thus set to
older and more desperate criminals, belonging in many instances to the
same family as the juvenile thief, has had the effect of reforming them
also; for many of them have left off their course of crime, and are now
living by honest labor. The result is that serious crime has
considerably decreased in this district, so much so that there were only
six cases for trial at the assizes, whereas, at the previous assizes,
the average number of cases was from twenty-five to thirty, which fact
was made the subject of much comment and congratulation by Mr. Justice
Willes, the presiding judge.'

from its nature, be temporary; perpetual confinement can be meted out to
a few great crimes only. If, then, the result of punishment be
vengeance, and not reformation, the last state of society is worse than
its first. The prison must stand a sad monument of the want of true
paternal government in the family and the state; but, when it becomes
the receptacle merely of the criminal, and all ideas of reformation are
banished from the hearts of convicts and the minds of keepers, its

absorption lines of nebulium have never been observed in any
spectrum. As soon as the stellar state is reached nebulium is
no longer in evidence. Stellar spectra containing bright lines
seem always to include hydrogen bright lines. This is as we
should expect; hydrogen is the lightest known gas, and it is
probably the substance which can best exist in the outer strata
of stars in general. The extensive outer strata of very young
stars seem to be composed largely of hydrogen, though other
elements are in some cases present, as indicated by the weaker
bright lines in a few cases. This preference of hydrogen for
the outermost strata is illustrated by several very interesting
observations of the nebulae. The nebulium lines are relatively
strong in the central denser parts of the Orion and Trifid
nebulae, but the hydrogen bright-lines are relatively very
strong in the faint outlying parts of these nebulae. The
planetary nebula B.D.--12 degrees.1172 is seen in the ordinary
telescope to consist of a circular disc (probably a sphere or
spheroid) of light and a faint star in its center. When this
nebula is observed with a slitless spectrograph the hydrogen
and nebulium components are seen as circular discs, but the
hydrogen discs are larger than the nebulium discs. In other
words, the hydrogen forms an atmosphere about the central star
which extends out into space in all directions a great deal
farther than the nebulium discs extend. The Wolf-Rayet
star-planetary nebula D. M. + 30 degrees.3639 looks hazy in a
powerful telescope, and when examined in a spectroscope the
haziness is seen to be due to a sharply defined globe of
hydrogen 5 seconds of arc in diameter surrounding the star in
its center. Wolf and Burns have shown that in the Ring Nebula
in Lyra the 3726A and the hydrogen images are larger as to
outer diameter than the nebulium images, but that the latter
are the more condensed on the inner edge of the ring. Wright
has in the present year examined these and other nebulae with
special reference to the distribution of the principal
ingredients. He finds in general that the radiations at 4363A
and 4686A, of unknown or possibly helium origin, are most
closely compressed around the central nuclei of nebulae; that
the matter definitely known to be helium is more extended in
size; that the nebulium structure is still larger; and that the
hydrogen uniformly extends out farther than the nebulium; and
that the ultra violet radiation at 3726A seems to proceed from
the largest volume of all. The 37726A line, like the nebulium
line, is unknown in stellar spectra; it seems also to be
confined to true nebulosity. Neglecting the elements which have
never been observed in true stars, we may say that all these
observations are in harmony with the view that hydrogen should
be and is the principal element in the outer stratum of the
very young star. A few of the stars whose spectra contain
bright hydrogen lines have also a number of bright lines whose
chemical origin is not known. They appear to exist exactly at
this state of stellar life: several of them have not been found
in the spectra of the gaseous nebulae, and they are not
represented in the later types of stellar spectra. The strata
which produce these bright lines are thought to be a little
deeper in the stars than the outer hydrogen stratum.

person to protect her home and to secure the status of her children. The
indignant woman is trying to exercise alone that social restraint which
should have been exercised by the community and which would have
naturally protected the girl, if she had not been so withdrawn from it,
in order to serve exclusively the interests of her mistress"s family.
Such a woman seldom follows the ruined girl through the dreary weeks
after her dismissal; her difficulty in finding any sort of work, the
ostracism of her former friends added to her own self-accusation, the
poverty and loneliness, the final ten days in the hospital, and the
great temptation which comes after that, to give away her child. The
baby farmer who haunts the public hospitals for such cases tells her
that upon the payment of forty or fifty dollars, he will take care of
the child for a year and that 'maybe it won"t live any longer than
that,' and unless the hospital is equipped with a social service
department, such as the one at the Massachusetts General, the girl
leaves it weak and low-spirited and too broken to care what becomes of
her. It is in moments such as these that many a poor girl, convinced
that all the world is against her, decides to enter a disreputable
house. Here at least she will find food and shelter, she will not be
despised by the other inmates and she can earn money for the support of
her child. Often she has received the address of such a house from one
of her companions in the maternity ward where, among the fifty per cent,
of the unmarried mothers, at least two or three sophisticated girls are
always to be found, eager to 'put wise' the girls who are merely
unfortunate. Occasionally a girl who follows such baneful advice still
insists upon keeping her child. I recall a pathetic case in the juvenile
court of Chicago when such a mother of a five-year-old child was
pronounced by the judge to be an 'improper guardian.' The agonized woman
was told that she might retain her child if she would completely change
her way of life; but she insisted that such a requirement was
impossible, that she had no other means of earning her living, and that
she had become too idle and broken for regular work. The child clung
piteously to the mother, and, having gathered from the evidence that she
was considered 'bad,' assured the judge over and over again that she was
'the bestest mother in the world.' The poor mother, who had begun her
wretched mode of life for her child"s sake, found herself so demoralized
by her hideous experiences that she could not leave the life, even for
the sake of the same child, still her most precious possession. Only six
years before, this mother had been an honest girl cheerfully working in
the household of a good woman, whose sense of duty had expressed itself
in dismissing 'the outcast.'

_institution_. A moral act is not merely an act tending to reconcile
the good of the agent with the good of the whole society; it is an
act, prescribed by the social authority, and rendered obligatory upon
every citizen. Its morality is constituted by its authoritative
prescription, and not by its fulfilling the primary ends of the social
institution. A bad law is still a law; an ill-judged moral precept is
still a moral precept, felt as such by every loyal citizen.

experience teaches that, when judiciously mixed, they make an excellent

doctrine is illustrated at great length, and has been better remembered
than anything else in the book; but it may be dismissed with two
remarks. (1) It embodies an error in political economy, namely, that it
is spending and not saving that gives employment to the poor. If
Mandeville"s aim had been less critical, and had he been less delighted
with his famous paradox, we may infer from the acuteness of his
reasoning on the subject, that he would have anticipated the true
doctrine of political economy, as he saw through the fallacy of the
mercantile theory. (2) He employs the term, luxury, with great
latitude, as including whatever is not a bare necessary of existence.

HOW WE INTROSPECT.--Introspection is something of an art; it has to be
learned. Some master it easily, some with more difficulty, and some, it
is to be feared, never become skilled in its use. In order to introspect
one must catch himself unawares, so to speak, in the very act of
thinking, remembering, deciding, loving, hating, and all the rest. These
fleeting phases of consciousness are ever on the wing; they never pause
in their restless flight and we must catch them as they go. This is not
so easy as it appears; for the moment we turn to look in upon the mind,

gone, and something else has taken its place. All that is left us then
